Cambodia has never criminalized homosexuality at any point in its history, which sets it apart from most of the region. King Norodom Sihanouk publicly backed same-sex marriage in 2004 after watching weddings in San Francisco, and his son King Sihamoni has said much the same. None of it has produced a law. There is no marriage and no civil union, only a declaration of family relationship registry that carries limited rights. In February 2026 the head of the government's human rights committee endorsed recognizing same-sex marriage, and the government responded that no such law is coming.
Phnom Penh Pride began as a small gathering in 2003 and has run every year since, reaching its twenty-fourth edition in 2026. For a country with no legal recognition at all, that continuity is the more meaningful fact.

Blue Chilli has been open since the early 2000s and is the longest-running gay bar in Cambodia, with drag shows most nights of the week. Toolbox, Kute, OGA, POC, The Phal Club and the Space Hair Salon & Bar are spread through the city rather than gathered on one street, and LV and the Heart of Darkness take the later hours near the Riverside.
Arthur & Paul and Love Spa cover the men's spas. Prumsodun Ok & NATYARASA is the country's first gay dance company, working in classical Khmer forms that very nearly did not survive the twentieth century, and is worth seeing if the timing works.
The scene here is small, unhurried and genuinely friendly. The absence of law cuts both ways: nothing to fear from the police, and nothing to fall back on either.
